EU 19th Sanctions Package Against Russia

On 23 October 2025, the European Union adopted its 19th sanctions package against Russia. 

The measures target the energy, financial, and military-industrial sectors. The package introduces additional restrictions on Russian banks, companies, and individuals, while strengthening efforts to prevent sanctions circumvention through third countries. Special attention is given to energy exports and financial transactions.

Key elements of the package include:

  • expansion of the list of sanctioned individuals and entities;
  • additional restrictions targeting companies linked to the military-industrial sector;
  • tighter export controls on advanced technologies and strategic components;
  • expanded measures affecting financial and banking activities;
  • stronger actions aimed at preventing sanctions circumvention through third countries;
  • enhanced monitoring of international transport and logistics operations.

Special attention is focused on companies that may be involved in the re-export of restricted goods through intermediary jurisdictions. European authorities have received additional tools to monitor international trade flows and identify potential sanctions evasion schemes.

For businesses involved in international trade, logistics, customs brokerage, and supply chain management, the new measures require increased due diligence regarding business partners, products, and transportation routes.
