EU 16th Sanctions Package Against Russia: Key Changes and Impact on International Trade

On 24 February 2025, the Council of the European Union adopted the 16th package of sanctions against Russia. The new measures are intended to further reduce Russia’s access to revenue, strengthen enforcement against sanctions circumvention, and restrict access to technologies and financial services considered strategically important.  

Key measures

The package introduces several important changes.

* Expanded restrictions targeting the so-called shadow fleet involved in transporting Russian oil. Additional vessels and supporting operators have been sanctioned.  
* Broader export controls covering advanced technologies and dual-use goods that could support military production.  
* Additional restrictions on imports of Russian primary aluminium.  
* New financial measures targeting institutions involved in sanctions circumvention.  
* The EU also added 48 individuals and 35 entities to its sanctions list.  

Impact on logistics and customs

For logistics providers, customs brokers, exporters and importers, the package increases the importance of supply chain due diligence, vessel screening, customer verification and sanctions compliance.

European authorities continue to focus on preventing sanctions circumvention through third countries and intermediary companies.
